Avant-garde Victorian style frizzy hairdo

What would have been a severely dated, regal, and otherwise boring hairstyle is rescued by an avant-garde approach to the Victorian look. Long, straight ash-blonde hair is sectioned into three, with the top one combed up into a bouffant roughly the same height as the length of the face. The two other sections hang in two outsized loops at either side of the head, mimicking and balancing out the size of the bouffant. Streaks of lighter blonde run through the combed structures. Various random strands are then pulled out of the three sections and sprayed in frozen disarray above and around the face.
